AFRICOM’s Rough Start

AFRICOM, which begins operations on October 1, has run into resistance from African countries reluctant to host U.S. personnel and suspicious of the motives behind the new command structure:

But despite the promise of new development and security partnerships, many Africans concluded that Africom was primarily an extension of U.S. counterterrorism policy, intended to keep an eye on Africa's large Muslim population. "I think everyone thought it would be widely greeted as something positive," the Africom officer said. "But you suddenly have wide publics that have no idea what we're talking about. . . . It was seen as a massive infusion of military might onto a continent that was quite proud of having removed foreign powers from its soil." The United States "equates terrorism with Islam," senior Kenyan diplomat Bethuel Kiplagat said, and few African governments wanted to be seen as inviting U.S. surveillance on their own people. Russell Feingold (D-Wis.), who chairs the Senate Foreign Relations African affairs subcommittee, thought Africom was "something that would show real respect for Africa." But there was no question, Feingold said, that the concept had "a neocolonialist feel to it."

AFRICOM may have “a neocolonialist feel to it.” However the patnerships that can be formulated via AFRICOM would be unlike the centuries of "slavery" at the hands of Europeans. It is hard not to imagine why African leaders would be skeptical of such a relationship; however this is the United States of America not Europe and AFRICOM's time is now! It would be a win-win situation for the both the continent of Africa, and the USA. Let's face it business as usual in Africa quite simply is not working!

What is certain is that the Africa Union cannot afford a military power itself. And, nobody in the world wants the Continent to be drawn by a WMD, because the Great Powers are what they look like thanks to Africa and its natural ressources.

Germany have an US Military Power since WWII at Heim, so what's up with Africa? We are free to negociate with any power, China or America. Hein?

Neocolonialism is for those who still live in the "Caverne de Platon" and many African leaders have attended the best worldwide schools in Europe, America, Asia and Home, so, we are adult enough to Strait Talk for an Africom... in Africa. Right?
