|BLOG OF THE WEEK|
The Insider Brief, a Pakistan focused blog, edited by Shaan Akbar, wins PCR's BLOG OF THE WEEK! In the most recent entry, "Recap: Week 2 of the Emergency," Mr. Akbar raises the question of whether John Negroponte's fruitless visit to Pakistan will push U.S. policymakers to revisit current policies towards Pakistan. He also questions the "interim" government Musharraf appointed, and wonders how a Musharraf loyalist, acting as caretaker prime minister, would have any semblance of legitimacy in the upcoming elections (if they have them!)? These questions are important ones to be raised/ponder; we hope you take a look at the Insider Brief posting to hear more of Mr. Akbar's thoughts.

I question what type of caretaker government can be neutral unless its outside the control of any party and I also ask if that capacity exists. I have no idea, but I think that over time public institutions and good governance should be supported, as Ambassador Schaffer and the PCR report (http://www.csis.org/images/stories/pcr/070727_pakistan.pdf) indicated. The Pakistani model can borrow from the US/UK model but it doesn't have to exactly duplicate it for its unique environment. Also, countries have an internal pace for development, which can't always be sped up externally.
