NIGER GOVERNANCE THRESHOLD COUNTRY PROGRAM Millennium-IP3 Partners (http://www.millenniumip3.com), a prime contractor under the USAID Building Recovery and Reform through Democratic Governance (BRDG) Indefinite Quantity Contract (IQC), seeks candidates for a Niger Governance Threshold Country Program (NGTCP). The NGTCP is a two-year initiative funded by the Millennium Challenge Corporation (MCC) and managed by the United States Agency for International Development (USAID). NGTCP will be implemented by the Millennium-IP3 Partners, a Building Recovery and Reform Through Democratic Governance Indefinite Quantity Contract (IQC) prime contractor. The overall program goal is to assist the Government of Niger in effecting policy and system reforms to promote good governance, reduce corruption and improve public sector service delivery, particularly in the judicial, education and health sectors. Activities aim to incorporate more transparent and democratic structures and principles into Nigerien systems of governance, systems that will be responsive to citizens as the end users or “customers” of government. The main activities of Niger’s Country Threshold Program are designed to Improve the Control of Corruption by addressing corruption in the justice sector and procurement related corruption in the education and health sectors as well as to streamline business creation and land access procedures The Government of Niger has developed this program together with the Millennium Challenge Corporation under its Threshold Country Plan. The successful implementation of the NGTCP will help Niger qualify for the full MCC assistance, a multi-year agreement between the MCC and Niger to fund specific programs targeted at reducing poverty and stimulating economic growth. We are recruiting for the following long-term positions. Chief of Party We are seeking a Chief of Party with at least 12 years of experience including experience at Chief of Party or Deputy Chief of Party of USAID, MCC Threshold or European Union assistance projects. Due to the significant focus on the justice sector and corruption we will give preference to candidates with strong anti-corruption and judicial reform backgrounds as well as educational qualifications (Juris Doctor). Candidates with strong backgrounds in the area of procurement law and regulations, training, procurement management audits and related procurement areas are also desirable. We also prefer candidates with experience working in West Africa, Saharan and Sub Saharan African countries in the justice sector and on governance or anti corruption projects. Candidates should have demonstrated strong management experience managing highly complex and large multi-disciplinary teams as well as demonstrated financial and other management responsibilities. Fluency in French is deemed essential. Position Code: “Niger-COP” Deputy Chief Of Party: We are seeking candidates with experience in one or more of the areas of the program (anti-corruption, procurement, business registration land titling etc..) with significant management experience for the position of Deputy Chief of Party.experience managing procurement, training, USAID environmental impact evaluations and other knowledge of USAID policies and procedures as well as internal project management, finance and administration are critical. Experience on similar MCC Threshold programs or USIAd anti-corruption projects is highly desirable. Fluency in French is deemed essential. Position Code: “Niger-DCOP” Procurement: We are seeking a senior procurement consultant with over 12 years of experience in the areas of procurement laws, regulations, audits and the development of e-government procurement and other related systems that promote greater transparency and accountability in the procurement process. Candidates that have worked in Africa, on MCC Threshold or compact programs and have developed large scale training programs for procurement auditors and led procurement related investigations and audits are highly desirable. Experience working for leading international procurement firms is also highly desirable. Fluency in French is deemed essential. Position Code: “Niger-Procurement -LT” Civil Society/Media We are seeking a Civil Society Organization and Media Advisor who can lead the effort to build the capacity of local CSO’s and media to be watchdogs of corruption in the public procurement process in particular. We are seeking candidates that have over 12 years of CSO and media experience. Candidates with significant experience working on anti-corruption projects or other related governance projects in Africa are highly desirable. Significant experience working with and training journalists in investigative reporting techniques as well as public officials responsible for communicating new anti-corruption laws, regulations and concrete steps that have been taken to expose corruption. Fluency in French is deemed essential. Position Code: “Niger-CSO/Media -LT” Business Registration We are seeking candidates with over 12 years of experience in the area of business registration. Candidates should possess knowledge and prior project experience developing programs to simplify business registration in terms of reducing the time and money involved in the process. Candidates should have an excellent knowledge of other civil law countries business registration laws, regulations and best practice. Candidates with experience developing information technology and other systems to automate business, collateral and company registration and experience in Africa are highly desirable. Fluency in French is preferred. Position Code: “Niger Business Registration-LT” Land Access/Titling We are seeking candidates with over 12 years of experience in land titling and land rights. Candidates should have an excellent understanding of land titling law and regulation in other civil law and especially West African countries (if possible). The goal of the Niger MCC Threshold program is to reduce the time and cost of land titling as well as to design a system for effective registration of titles. Candidates with knowledge and experience of the best practices of other countries, especially in Africa of effective land titling systems are highly desirable. Fluency in French is preferred. Position Code: “Niger Land Access-LT” We are also recruiting for short-term technical assistance advisors in the following areas: Anti-Corruption Advisors: We are seeking candidates with specific experience developing national anti-corruption surveys and developing performance based monitoring systems to monitor and track the perception of corruption. Experience working in Africa or other countries with Transparency International, the World Bank Institutes Control of Corruption index and other indicators are all highly desirable qualifications. French is deemed essential but we may accept candidates with outstanding technical qualifications. Position Code: “AC-Advisor-ST” Civil Society Advisors: We are seeking short-term civil society advisors to work with Nigerien civil society organizations to develop their capacity to report on and expose corrupt activities in the government. Candidates should have 12 or more years of experience working in developing countries and in similar MCC or USAID anti corruption related projects. French is deemed essential but we may accept candidates with outstanding technical qualifications. Position Code: “Civil Society ST.” Education or Health Sector Advisors: We are seeking education and health sector advisors with significant experience in the area of education and health procurement and anti-corruption programs in developing countries and especially Africa. Media Trainers: We are seeking senior media trainers with significant experience providing training for journalists in developing countries related to anti-corruption programs. Position Code: “Media-Advisor-ST” Procurement Auditors: We are seeking short term procurement advisors with significant experience in the areas of legal and regulatory reforms related to procurement, procurement audits and investigations and training of national auditors in newly organized public procurement institutions. French is deemed essential but we may accept candidates with outstanding technical qualifications. Position Code: “Procurement Auditor-ST” We prefer candidates with experience working in the West Africa, Niger and other related anti-corruption and MCC country Threshold programs. We also prefer candidates with 12 plus years of experience that have worked in the areas of procurement, civil society/media, business registration and land titling. Advanced degrees in law, procurement management, journalism, and other related fields are preferred. Fluency in French is deemed essential.
