The Open Society Institute works to build vibrant and tolerant democracies whose governments are accountable to their citizens. On a local level, OSI implements a range of initiatives to advance justice, education, public health, and independent media. Investor and philanthropist George Soros in 1993 created OSI as a private operating and grantmaking foundation to support his foundations in Central and Eastern Europe and the former Soviet Union. Those foundations were established, starting in 1984, to help countries make the transition from communism. OSI has expanded the activities of the Soros foundations network to encompass the United States and more than 60 countries in Europe, Asia, Africa, and Latin America. Each Soros foundation relies on the expertise of boards composed of eminent citizens who determine individual agendas based on local priorities.
The Revenue Watch Institute (RWI) is a non-profit institute and grantmaking organization that promotes the responsible management of oil, gas and mineral resources for the public good. With effective revenue management, citizen engagement and real government accountability, natural resource wealth can drive development and national growth. RWI provides the expertise, funding and technical assistance to help countries realize these benefits.

The Deputy Director (DD) supports the Director in overseeing the general operations of the Revenue Watch Institute, providing ongoing guidance, support and project oversight to staff in implementing the organization’s strategic plan. The Deputy Director reports to the Director.
Responsibilities:
Advocacy and Outreach
o Bilateral advocacy with international agencies, governments, parliamentarians, companies and organizations based on emerging issues related to RWI mission
o Representing RWI at public forums and events globally
o Building and maintaining strong relationships with partner organizations and experts, identifying and pursuing opportunities to work together on relevant projects
Organizational Strategy Development and Updating
o Annual strategic planning with RWI Director and Director of Operations, overall and for specific regions and primary program areas
o Programs policy development and oversight
o Support Director of Operations in program budgeting and cost projections
Program Management and Oversight:
o Project Management and oversight: Ensuring staff working on timeline to execute relevant projects with support on content and taking decisions on rolling basis as needed
o Overseeing management of RWI Sub-national and Parliamentary Pilots (4 sub-national, 2 parliamentary): includes guiding country strategies, partner selection, pilot approaches and activities, monitoring and evaluation frameworks, project teams and timelines, and helping identify experts
o Overseeing Capacity-building work and strategies: includes providing feedback and final approval on RWI approaches in consultation with Director, ensuring that work is complementing and connected to existing actors and approaches, is feasible, sustainable and strategic
o Research oversight: includes overseeing project substance to make sure in line with RWI approaches and identification of new research projects and partnerships to pursue in-house and externally
o Oversight of Technical Assistance work:: includes providing guidance on implementation and identifying and pursuing new opportunities in line with RWI strategy
o Workshops and events: includes working with staff and partners to identify needs and openings based on strategic plan, developing agendas, identifying strategic participants and framing debates
o Start-up assistance for all new projects: includes drafting terms of reference for new country programs, publications or other activities, identification of consultants/relevant partners, participation in trips, soliciting input from relevant partners
o Provide programmatic guidance on grants
Personnel Management (in tandem with Director of Operations)
o Overseeing development/implementation/updating of yearly management plans for staff
o Performance evaluations (with senior management)
o Overseeing RWI international staff
Program Monitoring and Evaluation (in tandem with Director of Operations)
o Developing scheme for collecting, synthesizing and systematically reporting on impact of RWI programs including grants, advocacy efforts, publications and capacity-building work
o Overseeing implementation of organizational monitoring and evaluation
Qualifications
• Advanced degree in related field (international affairs, economics, finance, business, political science)
• Minimum of 7 years of experience in a relevant field
• Familiarity with the global natural resource revenue transparency movement
• Experience engaging with civil society organizations at the international and local level
• Experience engaging high-level government/private sector actors
• Supervisory experience
• Extensive project management experience
• Monitoring and evaluation experience
• Strong relationship builder and communicator with experience leading diverse work teams and building partnerships
• Ability to work collaboratively in a small, highly skilled team is essential
• Fluency in at least one additional language to English
• Significant experience traveling and working in a developing country context
Start: April/May 2009
