I'm going to go out on a limb and guess that the answer is yes, world opinion does matter. That said this may be an interesting exchange if the candidate spokespeople are actually close enough to the candidates to truly reflect their thinking. I wonder who Giuliani will send. If it's Norman Podhoretz this may prove to be a rather spirited exchange.
