New PCR Report | Strengthening Capacity Building and Public-Sector Management in Iraq
In collaboration with the World Bank, the PCR team is pleased to announce the release of its report on Strengthening Capacity Building and Public-Sector Management in Iraq. The document focuses on the importance of reforming governance and public management in postwar Iraq. It offers a detailed review of existing donor activity in the region as a tool to help this community “better understand the scope and coverage of various interventions to date.” This includes an evaluation of the Development Assistance Database-Iraq (DAD-Iraq), a compilation of the international financial support being funneled into Iraq. CSIS found that the DAD needs to be revamped to (a) standardize its structure to ensure donor compliance, (b) create incentives to induce donor buy-in, and (c) to improve overall efficiency. In addition to highlighting the challenges of the DAD-Iraq, the final report calls for “a comprehensive, validated, and GoI [Government of Iraq] owned needs analysis” in order to fully address the situation on the ground. This would include connecting the GoI with potential donors and encouraging international dialogue among actors. By building new administrative tools, increasing analytical capacity, and expanding data collection, both the donor community and the Iraqi government can dramatically change the direction of public management in Iraq.
