Nonproliferation High Priority at State

In her confirmation hearing, Hillary Clinton helped provide some possible foreshadowing of what some of the top priorities will be at State once she takes the reigns.  Talking before the Senate Foreign Relations Committee, India Today reports that the CTBT, FMCT, NPT, and START were all directly mentioned as nonproliferation priorities.  Iran, North Korea, and securing loose nukes were also all mentioned. Discussing the role of nonproliferation in the larger context of priorities at State in response to a question from Senator Lugar Clinton said,

I don't think there is a more important issue that confronts the incoming administration and your leadership and inspiration with respect to arms control and especially non-proliferation and the effort to contain and destroy loose nukes and other material and now moving into the pathogen area, which is particularly dangerous, is a great example to me of what we should be doing

Given the "perfect storm" of crises facing the United States how large of a role will arms control and nonproliferation actually play at State? What should State do with respect to the various agreements and nuclear concerns facing the United States?  Does increased attention at State on nuclear issues make cuts elsewhere in the nuclear budget likely?
