Provinces Use Rebuilding Money in Iraq

For the past several years the PCR Project has advised that successful reconstruction must have an expanded local and regional presence. The NYTimes story on Monday 10/1/07 “If Iraq’s Leaders Can’t, the Provinces Can: Rebuilding Money Is Put to Use Locally" shows that national progress is possible, and often preferable, outside of the capitol.

Sounds good. This is probably a necessary trend even in countries with relative strong central governments. That said, if progress only comes at the provincial level than this may be another trend for a largely decentralized and perhaps soft-partitioned Iraq.
