Stabilizing U.S. Stabilization and Reconstruction Efforts Abroad

Gordon Adams, a professor at American University, wrote a great piece in the October issue of the Bulletin of the Atomic Scientists, titled "Stabilizing U.S. stabilization and reconstruction efforts abroad." The piece explores the stabilization and reconstruction (R&S) efforts of the US and discusses the future challenges that lay ahead. He critically analyzes the call for a civilian R&S capability saying:

While the United States should clearly address the global problem of failed and fragile states, it needs to proceed carefully. If it rushes into creating a large civilian S&R capability, Washington may be "fighting the last war" as opposed to meeting the future requirement.
