Update at 11:27 a.m. ET: Karin von Hippel, a senior fellow with the Center for Strategic and International Studies, who worked in Somalia in the late 1990s for the United Nations and European Union, tells USA TODAY's David Jackson that it is unlikely the hijackers were targeting the United States.

"I think they just go for what they can get," she says. "The risks are not that high, actually, and the rewards are very high."
