What has the arrest warrant achieved? | Ocampo’s pursuit of the President of Sudan

Since the International Criminal Court (ICC) issued an arrest warrant for the President of Sudan, Omar Hassan al-Bashir, he has expelled fifteen aid agencies from the South and defied travel warnings, most recently with a trip to Saudi Arabia. What then has Prosecutor Luis Moreno Ocampo achieved by going after a sitting Head of State? Was it the right decision to protect the vulnerable people of Darfur and what does it say about Ocampo’s leadership as first Prosecutor of the Court?
