Robert J. Einhorn, a senior adviser with the International Security Program, testified before the House Foreign Affairs Committee.  The testimony was related to the recent report The U.S.-Russia Civil Nuclear Agreement A Framework for Cooperation.

He addressed Russian energy policy and its challenges to Western policymakers.

Celeste A. Wallander, senior fellow and director of the Russia and Eurasia Program, testified March 9 before the Helsinki Commission on the absence of political freedom in Belarus and the implication this has on the upcoming elections.
