9th Meeting of the CSIS-CICIR Cybersecurity Dialogue

On February 2 and 3rd, the ninth installment of the CSIS-CICIR Cybersecurity Dialogue was held in Washington, DC.  Launched in 2010 by the CSIS Technology Program and the China Institute for Contemporary International Relations (CICIR), this groundbreaking series brings together current Chinese and U.S. government officials and academics to discuss U.S.-Chinese cybersecurity.  U.S. participants in this round of discussions included academic experts, as well as representatives from the Departments of State, Defense, FBI, and Homeland Security.  The Chinese delegation included representatives from CICIR, the Ministry of Foreign Affairs, the People’s Liberation Army, the State Internet Information Office and CN-CERT.  Previous topics of discussion have included cooperative cybersecurity measures, governance in cyberspace, sovereignty and national responsibility, norms, and the use of force in cyberspace.  The agenda and discussion topics for the 9th session are attached as a PDF.

Since 2009, CSIS and CICIR have held nine formal meetings on cybersecurity (accompanied by several informal discussions), called “Track 2 Sino-U.S. Cybersecurity Dialogue.”  The meetings have been attended by a broad range of U.S. and Chinese officials and scholars responsible for cybersecurity issues.
