Announcing the Better Buying Power Initiative 2.0

 
In September 2010, then-Under Secretary of Defense for Acquisition, Technology and Logistics Ashton B. Carter introduced guidance for a Better Buying Power initiative that would help the Department of Defense realize efficiencies in procurement spending - or, as he phrased it, "to do more without more." This initiative focused on five key areas: targeting affordability and controlling cost growth, incentivizing productivity and innovation in industry, promoting real competition, improving tradecraft in services acquisition, and reducing non-productive processes and bureaucracy. Under Secretary Kendall will provide insight into how the Department is continuing, and updating, these efforts to achieve greater efficiencies in defense acquisition, an initiative known as Better Buying Power 2.0.
