    As major overseas combat operations come to an end and overall defense spending declines, a wide variety of new and evolving challenges are confronting the nation's military. The U.S. Army National Guard in particular faces a unique set of circumstances as part of the Reserve Component and given its role in both domestic and overseas missions.
