Countering the Spread of ISIL and Other Threats

The terrorist attacks in Paris, California, and elsewhere in late 2015 demonstrate that the terrorist landscape is shifting and growing more diverse, decentralized, and unpredictable. The past two years have witnessed the growth of the Islamic State of Iraq and the Levant, the proliferation of violent extremist recruitment on the Internet, and the unprecedented flow of foreign terrorist fighters – even as the enduring terrorist threats posed by al-Qa’ida and Iranian-sponsored terrorist groups remain salient and a serious ongoing challenge. Ambassador Kaidanow will outline how the United States is adapting its approach, partnerships, and tools to address this shifting threat environment, specifically the civilian and diplomatic efforts led by the U.S. Department of State. In her remarks, Ambassador Kaidanow will focus on how State is working with other U.S. agencies and international partners to make progress in the following areas: (1) strengthening U.S. homeland security; (2) countering ISIL’s global facilitation, resourcing, and recruitment networks; and (3) building partner capacity in key states to disrupt threats and counter violent extremism.
