Bruce Baughman, Director of FEMA's Office of National Preparedness, was the keynote speaker at a CSIS forum on Emergency Management and First Responders on August 6. He was joined by a panel of state and local officials to discuss national efforts to build preparedness capabilities and the most important next steps for Federal policy in emergency management. The meeting was the fifth in a series reviewing the steps taken to recover from the events of September 11 and the subsequent anthrax attacks, and what must be done to improve the overall security of the nation's critical infrastructure.Topics
