Energy Priorities for the Next Congress

  • Senator Jeff Bingaman, chairman of the Energy and Natural Resources Committee, spoke at CSIS on energy priorities in the next Congress. Senator Bingaman presented 10 principles for climate change legislation as part of his speech. The principles included focusing on efforts to reduce greenhouse gas, creating a national cap-and-trade program, and creating legislation with minimum carve-outs. The discussion was moderated by David Pumphrey, deputy director and senior fellow in the CSIS Energy and National Security Program. After the speech Senator Bingaman took questions from the audience.
