When the U.S. “graduates” aid missions, a new relationship is created that will greatly impact both countries going forward.  The Luso-American Foundation is a USAID-sponsored legacy program facilitating a partnership between the United States and Portugal that is often cited as a successful example of how to proceed after closing aid missions.  Mr. Buchanan will discuss lessons learned from the achievements and challenges of this process.  He has over 30 years of experience at USAID and currently serves on the Executive Council of the Luso-American Development Foundation.
