MICHAEL KLEIN, vice president for private sector development jointly for the World Bank and the International Finance Corporation (IFC) as well as chief economist for the IFC, spoke about the World Bank report Doing Business in 2005. Dr. Klein highlighted the report's important conclusions. His team found that by reducing bureaucratic red tape and reversing certain regulations, countries can strengthen economic growth and increase the overall welfare of their populations.
