In his speech, he emphasized that international cooperation plays a vital role in homeland security. "If there is anything that we learned from the September 11th attacks, it's that terrorism is a transnational endeavor," said David Heyman, director of the CSIS Homeland Security Program, in his introductory remarks. "The 9-11 attackers conceived of their plans in the Phillippines, planned in Malaysia and Germany; recruited from Yemen and Saudi Arabia and trained in Pakistan and Afghanistan. And if terrorism does not stop at our borders than homeland security must reach past our shores as well."
