On Wednesday, November 12, 2008, Ambassador Mark Dybul, the US Global AIDS Coordinator, spoke at CSIS on his leadership implementing the President’s Emergency Plan for AIDS Relief. He specifically highlighted the importance of empowering governments in the fight against HIV, the need for country-specific programming, the positive relationship between the United States and the Global Fund to Fight AIDS, TB and Malaria, and the success of the recent Global Fund board meeting. He also spoke to the need for an integrated approach on health issues, and the difficulty in tackling wide-ranging and interconnected health challenges. He also spoke to the gravity of the financial crisis, and noted that President Bush is the only world leader to have stated directly that development, health and foreign aid pledges must be met despite the financial crisis.
