The relationship between U.S. government agencies and developing nations is constantly shifting. At a time when technology saturates emerging economies, innovation is also coming from previously unexpected sources. Rising middle-income countries are becoming larger players in the research and development of new technology, and are newly capable of moving past prior aid relationships and into bilateral partnerships with the United States. In an age of budget austerity, new tools of engagement must be utilized across government agencies for efficient and innovative collaboration with developing nations.
