Limiting Non-Strategic Nuclear Weapons: Results of a Track II Dialogue

The U.S.-Russian relationship may be facing challenges as significant as those confronted during the darkest days of the Cold War.  From Russia’s actions in Crimea to disputes regarding the Intermediate-Range Nuclear Forces Treaty and ballistic missile defense, the imposition of sanctions on Russia and a surge in military incidents in Europe, relations between the United States and Russia need a new basis for collaboration.

This is one of the findings from a distinguished group of U.S., Russian and European experts who participated in an 18-month Track II dialogue looking specifically at the challenges of limiting non-strategic nuclear weapons.  Although most agree that the a treaty is not in the cards for the foreseeable future, there are ways that further discussion can help bridge some of the growing divides in security, arms control, and nuclear policies.
