Presentation of the report "Back From the Brink: Evaluating Progress in Colombia, 1999-2007"

    This CSIS Americas Program report by Peter DeShazo, Tanya Primiani and Phillip McLean  examines Colombia’s record in reversing the instability and economic distress that afflicted the country during the 1990s.  It traces the formulation and approval of Plan Colombia during the administration of President Andrés Pastrana and the subsequent policies of President Alvaro Uribe.  The report evaluates Colombia's progress in key areas from 1999, the year Plan Colombia was launched, to the present, including: security, governance, the peace process, human rights, narcotics, and social and economic issues.  It also outlines the challenges facing Colombia and evaluates the effect of U.S. support for Colombia during that period.

    The report was launched on November 13, 2007 at CSIS. The event included an introduction by John J. Hamre, President and CEO of CSIS, and a panel discussion with Grant D. Aldonas, Thomas F. “Mack” McLarty, and Alexander F. Watson.
