Secretary Powell Says Time is Running Out for Saddam Hussein

U.S. Secretary of State Colin L. Powell said that Iraqi President Saddam Hussein has not made the strategic and political decision to disarm and that time was running out for him. Powell spoke on Wednesday afternoon at CSIS to a crowd of more than 350 people.
