Fourth working group session for Strengthening the Core. Working Group 2 "Models of Management and Oversight" focuses on competition policy and is driven by the notion that different approaches are needed for different areas of the industry depending on tier, extent of consolidation, ‘transformational’ or ‘legacy’ systems and future DoD strategic intentions. When should the government use competition versus a partnership approach in managing the industry? In areas where the government wants to ensure competition, how can it create new competitors? How does government reconcile the need for additional competitors and Buy America attitude? In areas where DoD wishes to use a partnership approach (such as aircraft carriers), does government have the appropriate policies and rules? How do you reconcile desire for closer partnership (LSIs, IPTs, etc) with ethics and acquisition rules designed around a philosophy of arms-length relationships? Are there unintended consequences of the military’s drive for jointness in the form of reduced competition?
