    In this roundtable discussion, Mark Kramer will discuss recently declassified evidence that undermines the contention that top-level assurances were provided to Gorbachev in 1990 not to enlarge NATO either eastward or to former Soviet states. In a controversial piece, published in the April 2009 issue of The Washington Quarterly, he reveals that no such assurances were ever given or sought.
