On September 30, CSIS will release a new report for the Naval Postgraduate School on defense acquisition reform entitled "Measuring the Outcomes of Acquisition Reform by Major DoD Components." CSIS findings show that the implementation of acquisition reform efforts is often a slow and onerous process with significant differences between each of the major components within the Department of Defense. As Congress is seeking to make a number of new changes to the defense acquisition system, it bears recognition that it will likely take a number of years before the actual changes are reflected throughout the defense acquisition system, and that the outcomes of these changes may ultimately be very different than intended.
