Alexander Huang has been a nonresident senior associate at CSIS since 2000. He is also professor of strategy and war gaming at the Graduate Institute of International Affairs and Strategic Studies, Tamkang University, in the Republic of China on Taiwan. Upon completion of his decorated government service as vice chairman of Taiwan’s Mainland Affairs Council in August 2004, he rejoined the faculty at Tamkang University where he has been a full-time professor since 2000. He was director of strategic studies and American studies until 2008. He was also senior vice president at the Foundation on International and Cross-Strait Studies in Taipei.
Huang spent nearly 15 years in the United States before moving back to Taiwan in 2000. He was a senior fellow in the CSIS International Security Program and a visiting fellow in the Center for Northeast Asian Policy Studies at Brookings Institution. In addition, he taught Chinese foreign policy and U.S. security policy at the University of Maryland at College Park. Before his academic work, he was a senior consultant on political and security affairs for the Taipei Economic and Cultural Representative Office in Washington, D.C., an institution representing the government of the Republic of China. Huang specializes in Asian and Chinese security and foreign policy studies, relations across the Taiwan Strait, and Taiwan’s defense transformation, and he has authored many book chapters and journal articles on related subjects, including “A National Defense Strategy for Taiwan in the New Century,” in The Dilemma of “One China” (Palgrave Macmillan, 2008). He regularly contributes to U.S. and Asian newspapers and has been interviewed by CNN, the BBC, Washington Post, New York Times, Asian Wall Street Journal, VOA, Al Jazeera, AP, AFP, Reuters, and other international media. He holds an M.S.F.S. from the School of Foreign Service at Georgetown University and a Ph.D. from the Department of Political Science at the George Washington University.
