Hsiu-Chieh ("Alex") Sung

Captain Hsiu-Chieh (“Alex”) Sung is the Taiwan military fellow at the Center for Strategic and International Studies. His most recent assignment was in the Strategic Analysis Division of the Strategic Planning Department in the Ministry of National Defense in Taipei, where he assessed developments in international and regional security and worked on strategy issues. In this position, he also organized Taiwan-U.S. conferences, military exchanges, senior level visits and talks, and coordinated with the Ministry of Foreign Affairs and the Mainland Affairs Council on a regular basis. Captain Sung previously served as assistant secretary to the ROC Navy commander. His duties included facilitating operations for the Navy commander’s office, setting outlines for future naval development, overseeing all subordinate departments and protocol offices, promoting and facilitating international exchanges and cooperation, and cooperating with RAND on regional security cooperation assessments. He supervised 14 staff members and took charge of administration and various secretarial tasks. Captain Sung has also served as the executive officer onboard ROCN PFG-1105 XO, a Cheng Kung class frigate, where he oversaw four departments (Engineering, Navigation, Combat System, and Supply Management) and supervised 196 officers, petty officers, and enlisted members. He has also served as a liaison officer in the Protocol Section at Navy Headquarters, where he was assigned to the East Asia Desk for regional security cooperation affairs. Captain Sung is a 1991 graduate of the Naval Academy in Kaohsiung and earned a master’s degree as a double major in international relations and strategic studies from Tam-Kang University. He also attended the U.S. Joint Forces Staff College, the U.S. Navy Command and Staff College, and the Advanced Security Cooperation course at the Asia-Pacific Center for Security Studies in Hawaii.
