Linton F. Brooks served as under secretary of energy for nuclear security and as administrator of the National Nuclear Security Administration (NNSA) from 2003 to 2007. Prior to joining NNSA, he was vice president and assistant to the president for policy analysis at the Center for Naval Analyses, a federally funded research and development organization located in Alexandria, Virginia. His extensive government experience includes service as assistant director of the Arms Control and Disarmament Agency and as chief U.S. negotiator for the Strategic Arms Reduction Treaty (where he earned the title of ambassador). Brooks also served as director of arms control for the National Security Council, where he contributed to the development of the U.S. National Security Strategy and supervised the development of the Nuclear Risk Reduction Center with the Soviet Union. He is the author of several award-winning articles on naval and nuclear strategy. This is in addition to his distinguished career as an officer with the U.S. Navy and his numerous Washington assignments relating to nuclear policy, military strategy, technology, submarine programs, and arms control.
