The ROC National Defense Report of 2002 outlines near-term, mid-term, and long-term confidence-building measures (CBMs) to reduce the possibility of conflict in the Strait resulting from misunderstanding. First, the two sides would make public their national defense policies and give advance notice of their military movements. Then, hotlines could be set up between leaders of the two sides, military officers could make exchange visits, and demilitarized zones and military buffer zones could be established. The report also notes efforts by the Taiwan military to build up a deterrent designed to prevent China from invading.
