On May 17, 2004, on the eve of President Chen's second inaugural address, the Taiwan Affairs Offices under the Communist Party and the State Council release a joint statement on cross-Strait relations denouncing Chen Shui-bian for breaking his promise of the Five No's (also known as Four No's and One Have Not). If Taiwan accepts the "One China principle," seven "bright prospects" of peace, stability, and development, including the resumption of negotiations and economic cooperation, lie ahead for the Taiwan leaders. For the first time, Beijing proposes the establishment of a cross-Strait confidence building mechanism for military conduct. Should they choose the road to separatism, however, "the Chinese people will crush their schemes firmly and thoroughly at any cost."
