President Chen and PFP chairman James Soong issue a 10-point consensus on cross-Strait relations, national security, and ethnic harmony, following a meeting between the two on February 24, 2005. The statement affirms the ROC Constitution's definition of Taiwan's position, which is "the de facto and de jure status quo existing between the two sides of the Strait." President Chen reiterates his commitment to the Five No's (also known as Four No's and One Have Not) first outlined in his 2000 inaugural speech, and both agree that constitutional reforms will not "involve issues of national sovereignty, territory, or status quo across the Strait." On the future of cross-Strait relations, Chen and Soong agree not to "exclude any possibility to establish future relations between the two sides, in any form whatsoever" as long as there is good will on both sides.
