As North America observes the twentieth anniversary of the North American Free Trade Agreement (NAFTA), policymakers from all three countries are exploring ways to deepen North American integration. The Mexican State of Querétaro stands out as one of the most innovative hubs and beneficiaries of the North American economy. Since a ground-breaking investment by Bombardier in 2005, Querétaro has received substantial attention from major multinational companies, ranging from GE to Samsung. As a result, Querétaro now has the highest growth rate among Mexican states and is host to a burgeoning middle class. What government policies led to Querétaro's emergence as a focal point in Mexico for foreign direct investment?
