    The police are one of Africa’s most important yet most neglected institutions. They are undermined by unprofessionalism, political interference, and low levels of public trust. This is particularly true in countries emerging from conflict. The United States is trying to help but progress is often hampered by limited funds, unclear objectives, and bureaucratic confusion.
