    The CSIS Project on Nuclear Issues is pleased to present A Collection of Papers from the 2011 Nuclear Scholars Initiative. This publication features contributions from Alexis A. Blanc, Michael A. Clauser, Thomas Devine, Shaheen Azim Dewji, Rebecca Davis Gibbons, Matthew Hallex, Matthew Harries, Laura Berzak Hopkins, Vincent Manzo, Marie McLetchie, Kevin M. Mueller, Caroline S. Reilly, Grant Schneider, and Alejandro M. Sueldo, all participants of this fall’s Nuclear Scholars Initiative at CSIS. Over the course of six months, these graduate students and young professionals discussed various aspects of U.S. nuclear weapons policy, culminating in the presentation of individual research projects which are featured in this journal. Covering a wide variety of topics, this edition of the Nuclear Scholars Initiative contains papers dealing with extended deterrence to the Middle East and the Gulf, U.S.-China nuclear relations, nuclear signaling, modernization of the U.S. nuclear complex, arms control with Russia, deterring nuclear terrorism, nonproliferation treaties, and U.S.-UK nuclear cooperation.  The publication is now available for download here.

    On May 20, PONI hosted the fifth meeting of the 2011 Nuclear Scholars Initiative.  Titled “Nuclear Security:  A New Paradigm,” the meeting covered topics ranging from the safety of nuclear energy to the role of multilateral forums in strengthening nuclear surety.

    On January 28th PONI held the first meeting of the 2011 Nuclear Scholars Initiative class. The first seminar examined the evolution of the ideas and processes behind the three Nuclear Posture Reviews (1994, 2001, and 2010). Chaired by PONI director Clark Murdock, the event featured discussions with three experts.

    The leaders of the seminar discussed the processes and founding ideas behind each of the three Reviews separately, but described their relationship as “evolutionary,” rather than monumental shifts in policy from one to the next – despite often being portrayed as such.

    Last Friday, PONI kicked off its 2010 Nuclear Scholars Initiative with a seminar on the Nuclear Posture Reviews, which have shaped not just U.S. nuclear policy, but also international perceptions of U.S. policy. Chaired by director Clark Murdock, the event featured discussions with National Defense University’s Elaine Bunn, the National Institute for Public Policy’s Keith Payne, and Amy Woolf of the Congressional Research Service. Ambassador Linton Brooks also joined in the seminar to provide insights from his long experience in the nuclear community.
