The Obama administration’s bold move to seal the revolving door between government and industry is slowing its effort to fill senior posts at the Pentagon and across the federal government, say defense insiders and Democratic sources. [. . .]

Some midcareer officials are ruling out government service because, as one source said, “they want to make a living when they leave government, but couldn’t go back to industry for two years.” Ray DuBois , a former acting Army undersecretary and former Pentagon administration and management chief under the Bush administration, who is with the Center for Strategic and International Studies think tank, offered an example of why a highly qualified industry official might balk at government service.
