Bingaman Wants 'Streamlined' Climate Bill, Research Funding.

A key senator said Monday that Congress should take a less ambitious approach when it writes a new climate change bill and not try to tackle emissions from utilities, manufacturers and other industries all in one bill. [. . .]
But Bingaman said in his speech to the Center for Strategic and International Studies that a smaller bill that took preliminary steps at cutting greenhouse gases may be a better method than trying to pass "one gigantic bill."
