Change 'War on Terror' Policy, Says Study.

Whoever succeeds George W. Bush as the next US president should no longer treat the "global war on terror" as the centrepiece of US foreign policy, according to a bipartisan report released yesterday.

The report, On Smart Power, convened by the Centre for Strategic International Studies, argues that the US has squandered its "soft power" assets over the last few years and allowed countries such as China to fill the gap in Africa, the Middle East and elsewhere.
