Mr. Morrison expects that “on ethical and moral grounds,” the Obama White House will continue to provide anti-retroviral medications for those already on them at American expense. But he said Mr. Obama might shift financing to other infectious diseases, like malaria and tuberculosis, or to other health priorities like clean water or family planning.

He said, promoting foreign assistance could prove a tough sell when Americans are suffering at home. “There’s going to have to be a strong case made,” Mr. Morrison said, “that these investments have concrete, verifiable impacts on people’s lives.”
