The president still will face an uphill battle in getting additional troop commitments from Europe for Afghanistan, said Reginald Dale, a senior fellow for the European program at the Center for Strategic and International Studies in Washington.

“Just being charming and nice and delightful, and saying the right things, doesn’t change the fundamental political factions,” Dale said. “Continental Europeans, again, there’s this divide -- they’ve never really seen the terrorist threat.”
