Paulson Declines to Name China Currency `Manipulator.'

China avoided designation as a currency manipulator again as Treasury Secretary Henry Paulson urged the nation's officials to allow a faster pace of exchange-rate gains.

The Treasury didn't designate any of the 23 countries or regions as a manipulator, according to its semiannual review of exchange-rate policies released today in Washington. [...]

"You will now have folks stand up and wag their fingers," said Charles Freeman, a former China official at the U.S. Trade Representative's office and now a fellow at the Center for Strategic and International Studies in Washington.
