Lisa Carty Joins Global Health Policy Center

WASHINGTON, February 26, 2009 – The Center for Strategic & International Studies (CSIS) is pleased to announce that former UNAIDS Country Program Coordinator for the Russian Federation Lisa Carty has joined the CSIS Global Health Policy Center as Deputy Director.

 

“Lisa has been a long-time friend and collaborator with CSIS on issues of global health from her days at UNAIDS Moscow and earlier at the Bill & Melinda Gates Foundation,” said Stephen Morrison, director of the CSIS Global Health Policy Center. “She has exceptional knowledge of global health and brings strong strategic thinking, great presence, and intellectual leadership. We are thrilled that she has chosen to join CSIS as we lay the foundations for the new CSIS Global Health Policy Center.”

 

Lisa Carty has devoted most of her career to international health and humanitarian issues.  In December 2008 she completed an assignment with the UN Joint Programme on AIDS (UNAIDS) as Country Programme Coordinator for the Russian Federation.  From 2002 to 2007 she worked for the Bill & Melinda Gates Foundation’s Global Health Program, both as a Senior Policy Officer and then as Deputy Director for Public Policy. Prior to joining the Foundation, she served in a variety of positions as a Foreign Service Officer with the United States Department of State, including assignments as Senior Advisor to the Under Secretary for Global Affairs, Deputy Director of the Office of Europe, Near East and South Asian Refugee Assistance, and Special Assistant to the Deputy Secretary of State. 

 

Overseas, Ms. Carty has served with the U.S. Agency for International Development in Moscow, Russia as Senior Women’s Health Advisor from 1994 to 1996.  From 1998 to 2001 she worked in the Middle East, first as health advisor to the UN Relief Works Agency for Palestinian Refugees and then as the U.S. Government’s Regional Coordinator for Refugee Affairs with responsibility for Jordan, Lebanon, Syria, the West Bank and the Gaza Strip.    

 

Ms. Carty is a native of New York City.  She graduated from Georgetown University School of Foreign Service, studied at the Fletcher School of Law and Diplomacy and received her Masters Degree in Public Health from Johns Hopkins University.
