Taiwan’s 2012 Presidential Elections and Cross-Strait Relations

Since Ma Ying-jeou assumed the presidency in 2008, relations across the Taiwan Strait have improved dramatically. In the past three and half years, 16 agreements have been signed on practical matters that have largely benefited the people on both sides of the Strait. Restrictions on trade and economic ties between Taiwan and mainland China are gradually being dismantled.

Freeman Briefing: China's Investment in the United States

Over the past decade Chinese investment flows to the United States have grown rapidly. These increased flows have brought with them domestic concern that China’s investments are strategic moves by the Chinese government to acquire U.S. natural resources and technology to aid China’s burgeoning economy.

Over the past several months, I’ve had a number of conversations about China with Washington trade policy types that reflect a level of frustration greater than even the usual angst.Rather than concern over any specific bilateral trade issue, however, the frustration is best summed up by a question privately posed by one administration official: “How do we get China to pay attention

Capacity and Resolve

The last decade has seen the United States involved in two wars, an ongoing worldwide struggle against terrorism, and more recently a severe economic recession. This period has exposed two great structural challenges facing the United States. First, in a globalized world, vectors of prosperity quickly become vectors of insecurity. And second, the center of gravity in world affairs is shifting to Asia.

If one were keeping a historical scorecard, by country, of great innovations, China would be at or near the top. Chinese invented iron casting, porcelain, automatic seed planters, paper, gunpowder and movable type; all of which were in use in China centuries before the Europeans adopted (and adapted) them. The past 300 years, however, have not been kind to Chinese innovation.

Regional Monetary Cooperation in East Asia

After a decade of negotiations revolving around regional monetary cooperation, the Association of Southeast Asian Nations (ASEAN) plus China, Japan, and South Korea (ASEAN + 3) finally reached agreement to establish a regional foreign reserve pool in February 2009. The formation of the Asian foreign reserve pool has, however, not been greeted with universal enthusiasm.

Amidst a roaring recovery of the housing market beginning in the fourth quarter of 2009, the State Council announced some tough-sounding policies to cool the market in April 2010. Although these policies have worked to slow transaction volume in China’s major cities, prices have barely fallen nearly four months after these policies.

Asia's Response to Climate Change and Natural Disasters

This new report by energy, regional, and humanitarian disaster specialists at CSIS examines the politics of climate change in Asia, the region’s response to natural disasters, and the implications for the future geometry of Asia’s institutions and U.S. policy in the region. The assessment looks broadly at two areas of nontraditional security cooperation in Asia: (1) climate change, including the domestic political factors in Asia and the regional strategies for securing low-carbon pathways; and (2) regional approaches to disaster management. The volume draws on case studies to assess the utility of existing and emerging institutions—the promises as well as the problems—as the United States and the region seek greater cooperation on both traditional and nontraditional security challenges. The authors discuss the problems related to lack of coordination at different levels, the uncertain role of the military, and continuing gaps in resources and expertise in key organizations.

On March 17, five U.S. senators introduced a new bipartisan bill, making it easier for the United States to declare a country as a currency manipulator. Even if the bill is not passed, the Obama Administration
is expected to put additional pressure on China to raise the value of its currency, the Renminbi (RMB), against the U.S. dollar.

The Japan-U.S.-China strategic triangle is carefully watched across East Asia as the touchstone for regional peace and stability. A U.S.-Japan alliance that overtly seeks to contain China risks a dangerous scramble for Cold War style alignments across the region. China's high savings rate is a significant deterrent to boosting domestic consumption, and with little sign of a resumption of global demand for Chinese exports, the leadership recognized early in the crisis that it needed to take aggressive action to ensure growth from alternative sources.
