Moving Forward with Constitutional Reform in Kenya

On August 4, 2010, Kenyans voted in a national referendum in favor of a new constitution, concluding a push for constitutional change that began more than 20 years ago. With more than 67 percent popular support, the passage of a new constitution symbolizes promise and hope in a country where political tensions have remained high since the violent aftermath of the December 2007 elections.

Piracy in the Gulf of Aden

On September 25, Somali pirates hijacked the MV Faina, a Ukrainian freighter loaded with tanks, grenade launchers, antiaircraft guns, and assorted ammunition and explosives in the Gulf of Aden. The pirates have demanded a $20-million ransom for the release of the ship, cargo, and crew. The Faina is now surrounded by several U.S. warships, with a Russian frigate slated to join them.

AFRICOM Commentary

On October 1, the United States launches the U.S. Africa Command, an historic step in meeting steeply rising U.S. stakes in Africa. We recently traveled to Stuttgart, Germany to meet with General “Kip” Ward, nominated to be the first AFRICOM Combatant Commander, and his staff. The trip reinforced the high risks this command faces in its first year.

Kenyan democracy took a giant step forward on December 27, 2002, when over 10 million voters cast their ballots in presidential, parliamentary, and civic elections that most observers agree were the most credible and competitive in Kenya’s history.

Prime Minister Meles Zenawi commented in the mid-1990s that the most significant long-term threat to Ethiopia’s security is Islamic fundamentalism. At that time, the principal external threats emanated from Somalia and, especially, Sudan. The concern with Sudan has, at least for the time being, dissipated.

As President George W. In the wake of September 11, the Horn of Africa has gained renewed salience in U.S. geopolitical calculations.

The advent of multiparty politics in Kenya in December 1991 was greeted with great excitement and enthusiasm but the last decade has left many Kenyans feeling disillusioned, dismayed by the bitter “ethnicization” of the country’s politics.
