U.S. Approach to 'Axis of Evil' Shifts.

The Bush administration is now talking to governments it once shunned. Secretary of State Condoleezza Rice met with the North Korean foreign minister this week. Undersecretary of State William Burns participated in talks with Iran's nuclear negotiator last weekend. The new, softer approach has angered critics on the right, but it doesn't extend to all "problem countries."

Ex-Advisers Warn Against Threatening to Attack Iran.

The Bush administration should stop talking about a military attack as an option if negotiations do not immediately halt Iran's uranium reprocessing program, two former national security advisers said yesterday.

"Don't talk about 'do we bomb them now or later?' " said Brent Scowcroft, adviser to presidents Gerald R. Ford and George H.W. Bush, during a discussion at the Center for Strategic and International Studies on the negotiations between the United States and Iran.

Scowcroft added that by mentioning that threat, "we legitimize the use of force . . . and may tempt the Israelis" to carry out such a mission. He said he thinks that negotiations must continue and that sanctions have had an effect on Tehran, noting that even with elevated oil prices, Iran, alone among oil producers, is having a difficult time economically.

U.S. Should Not Preemptively Attack Iran.

At the Center for Strategic and International Studies, a discussion was held on the implications of relations between the United States and Iran. Zbigniew Brzezinski, former national security advisor to President Jimmy Carter, said that Iran must make a concession before the U.S. will negotiate them, the hostility of the region and the “clumsiness” that the problem has been handled has been a problem.

A CSIS Schieffer Series Event with Joseph DeTrani, David Sanger, Michael Green, and Robert Einhorn, was quoted on National Publi

The chief U.S. negotiator on North Korea says he expects Pyongyang to finally declare all of its nuclear programs soon. North Korea had promised to do that last December. But some experts say the Bush administration is getting a bad deal because it's desperate to have a foreign policy achievement in its last year in office.

Official defends US monitoring of Syrian site.

WASHINGTON (AP) -- A senior intelligence official on Thursday defended U.S. efforts to monitor an alleged Syrian nuclear facility that the U.S. says was built with North Korean help.

Joseph DeTrani, the national intelligence director's mission manager for North Korea, said U.S. intelligence had been watching the reactor very closely and for a number of years.

''This was not a failure,'' he told an audience at the Center for Strategic and International Studies think tank. ''Action was taken when it was going operational, and they are now out of business.''
