The Beyond Goldwater-Nichols (BG-N) project presents an integrated set of practical and actionable recommendations for organizing the U.S. defense and national security apparatus to meet 21st century challenges.

Most proposed changes to defense governance have faltered because they failed to account for and find ways to alter the likely behavior of individuals and organizations.  This report offers solutions to this vexing problem by incentivizing positive change in Defense governance.
