Established in Manila on September 4, 2003, the AIM-Hills Governance Center (AIM-HGC) was created in cooperation with the AIM-RVR Center for Corporate Responsibility, the World Bank, and the Hills Program on Governance at the Center for Strategic & International Studies. The AIM-HGC was the Hills Program’s first center to open, followed by the Hills Governance Center at Yonsei University in Seoul, Korea. The Manila and Seoul Centers will be joined by other Governance Centers in the region as the Hills Program expands. The Program’s principal task is to develop an agenda promoting sound local governance at the intersection of the private and the public sectors, confronting corruption and encouraging accountability.
The work of the AIM-HGC includes research and analysis that examines the institutional sources of corruption, and disseminates the results to assist dialogue across sectors and regions. By promoting transparency and accountability through educational tools, the AIM-HGC seeks to advance good governance practices and inform stakeholders of governance issues.
The Center will concentrate on governance challenges at the interesection betwen the private and public sectors. The Center examines ways to reduce the cost of and incentives for misgovernance, develops locally applicable good governance practices, and connects interested parties in academia, the public sector, and private enterprise in dialogue through its national websites and training programs.

Annual Top 100 Corporate Governance Survey
Each year the Hills Program on Governance and the Ramon V. del Rosario Sr. – C.V. Starr Center for Corporate Governance conducts a survey of the corporate governance trends in the 100 largest publicly listed companies in the Philippines. Attached is the Center’s report based on the 2009 survey. The report was launched in Manila on July 7 by Teresita Herbosa, the chair of the Securities Exchange Commission. On the basis of the survey, the Center concludes that “the 100 largest publicly listed companies in the Philippines continue to make significant strides in improving their corporate governance practices. The report also documents some of the areas still left for improvement, including that although the majority have complied with the Corporation Code rules on independent directors most have only met the minimum standards and that only 6% (11 out of 176) of the independent corporate board seats are held by women and in a third there were no women board members at all.
Anti-Corruption Manual for SMEs
In July 2011, the AIM –Hills Governance Program and the Ramon V. del Rosario Center-C.V. Starr Center for Corporate Governance published an Anti-Corruption Manual for SMEs which provides very concrete recommendations for curbing private corruption particularly in small and medium enterprises. The manual results from a very substantial series of meetings and workshops all around the Philippines. Entrepreneurs in small and medium enterprises are often the victims of corruption because they are “small fish” without the political and financial ability to navigate around these deeply entrenched practices. The workshops and now the manual were designed in part to overcome “collective action problems” among these disparate and often competing entrepreneurs. Read Anti-Corruption Manual for SMES
Anti-corruption Strategy Session with members of President Aquino’s cabinet and staff
Over the weekend of August 28, 2010, the Asian Institute of Management-Hills Governance Center co-sponsored a one-day anti-corruption strategy session with certain members of President Aquino’s cabinet and senior. Angela Garcia, Executive Director of the Center, helped organize the session and participated in it. Led by Professor Robert Klitgaard, the "father" of research and policy on corruption, the participants analyzed corruption in the Philippines, discussed cases from other counties, and considered ways to implement President Aquino's anti-corruption commitment.

"Corporate Governance Trends in Philippines: 2002 to 2007" is an extensive survey of the 100 largest publicly listed companies in Philippines. It provides a useful assessment of the status of corporate governance in the country and provides the benchmarks for corporate governance and institutional transparency in South East Asia.
